The terms of reference for this working party are stated as 'To examine, in relation to light clothing, the various schemes and suggestions put forward for improvement of organisation, production and distribution methods and processes in the clothing industry, including those contained in the Report of the Working Party on Heavy Clothing, and to report as to the steps which should be taken in the national interest to strengthen the light clothing section of the industry and render it more stable and more capable of meeting competition in the home and foreign markets'.

The Introduction explains that the Light Clothing Industry of the 1940s produces a great variety of garments, and includes a wide range of manufacturing materials. But in summary this would include wool,, cotton, silk, rayon, nylon and linen, and its principal products are:- Women's and girls' dresses, blouses, neckwear, underwear, nightwear and dressing gowns, domestic overalls, also infant wear and baby linen, and certain types of boys' wear and men's underwear, when they are made by firms producing any of the above items.

These terms are set out to distinguish from Heavy Clothing which has a separate report.

The report goes on to examine the present condition of the industry and then gives recommendations.
